Our adopted is very thin, is slow moving and wont make eye contact. Vet says he's healthy? what is wrong?

We just recently adopted a new puppy.

He is 6 months Old, a Bichon Frise and was the runt of the litter. Basically, his breeder couldnt sell him, so put him in a pet store and the pet store couldnt sell him so they sent him back to the breeder who is the mechanic of a family friend..and now, he's ours.

We've only had him for about 2 days, but he is very, very skinny. He barely eats and walks around the house very slowly. He doesnt make good eye contact but wants to be held all the time. Last night he just paced around the house very closely to the walls and when he went into corners he appeared stuck. He also seems to have a hard time drinking water, etc. etc.

Every once in a while he brightens up and gets excited to see you...wags his tail...but then he goes right back to sleep. Does anyone know what could be wrong with him? Is this normal...

I've adopted dogs before and seen them quiet for the first few days, but this is the first time I've seen something like this. We were wondering if maybe he is deaf? Or maybe because hes never been exercised or ever spent time out of a crate or kennell (FOR 6 MONTHS) he just may not know how to act? Will this ever change, it breaks my heart to see him like this...he's been to the vet and he has a clean bull of health. Any advice? Our adopted is very thin, is slow moving and wont make eye contact. Poor little guy sounds like he was one step above a puppy mill puppy. It will take him time to feel secure with you. Look at all the changes, and not always good changes, that he has gone through in his short life. If the vet says he is ok, then his problems seem mental at this time. Give him time to realize that he is at your home to stay and will always have your care and love. He'll snap out of it, and you will probably have the most dedicated dog of your life with him.Our adopted is very thin, is slow moving and wont make eye contact. Vet says he's healthy? what is wrong?
Sounds like it's the lack of Human Contact' this happens so very often from the puppy mill type of dog. He just doesn't know how to act %26amp; is scared. Be patient with him, love him, exercise him, %26amp; gently get him used to being out in the Public. Talk softly to him %26amp; just be there for him. It may take a while, but you'll see a new dog, later. Feed him a good, nourishing diet too to get his weight up, cause he's probably never been fed good.
This is not a physically healthy dog.

Has he had a physical and checked for worms? Even if the fecal is clear, I'd worm anyhow to avoid a false negative finding.

He screams neurological issues -- a regular vet may not be up on this. He may slowly gain ground but may never be really normal. I have seen one dog like this slowly gain ground and become normal, but they all don't.
