There is a tool for that, but it works best when used with an impact wrench. You may want to make sure it wasn't replaced with a smaller lug nut by trying a smaller socket. You can sometimes force a smaller socket on to the nut with a hammer and then try removing it. Your best bet is taking it to a tire shop and getting them to remove it. A fair price is 5 to 10 dollars. Bring your own lug nut to replace the removed one. You may need to go to the ghetto shops for that price
